Badagry West LCDA Inaugurates Procurement Planning Committee, Begins 2026 Budget Retreat

In a move to strengthen service delivery and address critical developmental needs across the Local Council Development Area (LCDA), the Chairman of Badagry West LCDA, Rauf Ibrahim Kayode Yemaren (RiKAY), has inaugurated the Procurement Planning Committee to enhance due process, promote transparency and ensure value-for-money in all council procurement activities.

The inauguration took place at the commencement of the 2026 Budget Retreat, which also featured a comprehensive review of the LCDA’s Internally Generated Revenue (IGR) performance. Discussions focused on improving compliance, widening the revenue base and strengthening revenue monitoring mechanisms ahead of the 2026 fiscal year.

Speaking at the retreat, Hon. Yemaren urged the management team to align their strategies with the council’s budget priorities and ensure timely execution of projects. He described the 2026 fiscal plan as the Budget of Renewed Hope, Action and Grassroots Development.”

In his remarks, the Head of Budget, Mr. Kazeem Adesanya, said the retreat would enable departments to assess past performance, harmonise budget inputs and strengthen the operational frameworks required for effective implementation of the 2026 budget.

Delivering a presentation titled Seed of Development,” former Council Manager, Mr. Tijani Waheed, said the budget implementation process must be improved to reflect emerging innovations and technological advancements. He called for enhanced cooperation between the management team and the Chairman to ensure effective service delivery.

Similarly, a Procurement Consultant, Mr. Osuporu Samuel, made a presentation on standard procurement procedures, stressing the importance of public competitive bidding in the execution of all council projects.

As the Chairman called for stronger inter-departmental collaboration to improve budget implementation in the new fiscal year, the retreat continued until Saturday, featuring technical sessions, departmental deliberations and budget alignment activities.
