The Lagos State Government has organised a three-day capacity-building programme for Learning and Development (L&D) officers, aimed at leveraging training to achieve measurable improvements in public service performance.
The Bootcamp 3.0, organised by the Ministry of Establishments and Training, was held in Lekki area of the state.
With the theme, “From Learning to Impact: Strengthening Capacity for a High-Performing Public Service,” the programme seeks to move government training beyond routine compliance to data-driven learning, workplace transformation and improved service delivery.
The Head of Service, Bode Agoro, described L&D officers as custodians of institutional knowledge and change agents, urging them to measure the impact and return on investment of training rather than merely recording attendance.
The Commissioner for Establishments and Training, Afolabi Ayantayo, said human capital remained a key asset of the state, stressing that training must translate into improved performance, stronger collaboration and faster, more responsive services for residents.
The Permanent Secretary of the ministry, Dr. Olubusola Abidakun, said the bootcamp would reposition L&D officers from administrative coordinators to strategic performance architects through improved needs assessment, learning agility and post-training evaluation.
The three-day programme covers modern learning strategies, data-driven skills-gap identification, behavioural change management and strategic partnership frameworks, with technical support from HRxCEL.
The ministry said participants are expected to apply and cascade the new approaches across Ministries, Departments and Agencies to strengthen productivity and service excellence.
