The Lagos State House of Assembly has begun moves to regulate artisans and craftsmen with a bill to establish the Lagos State Artisans and Craftsmen Regulatory Board.
The “Lagos State Artisans and Craftsmen Regulatory Board Bill 2025” seeks to provide a framework for registration, training, certification and regulation, while protecting consumers from unqualified practitioners.
Presenting the bill for second reading, Majority Leader Noheem Adams said it would bring order, dignity and accountability to the sector, saying artisans are vital to Lagos but have long operated without structure.
He explained that the board would register, train, certify and monitor practitioners, maintain a database, and help consumers verify qualified artisans, saying “It would also curb quackery, set standards, and enable access to government support such as loans, insurance and training”.
Contributing to the debate, Hon. Stephen Ogundipe (Oshodi/Isolo 1) said licensing would reduce disputes and help identify qualified artisans, while Adebola Shabi (Lagos Mainland) urged inclusion of environmental agencies, especially for high-risk trades like welding.
Hon. Lukmon Olumoh (Ajreomi/Ifelodun 1) sought clarity on overlaps with the Vocational Education Board.
However, the Speaker of the House, Rt (Hon) Mudashiru Obasa backed the bill, saying it would improve security, jobs, revenue and economic growth. He stressed the need for a proper database and tech-driven skills development, while cautioning on poorly structured funding.
The bill was referred to the House Committee on Commerce and Industry for further review.
