The quarter-final clash at the Los Angeles Stadium was a cagey affair in the opening stages before bursting into life, with the match appearing destined for extra time until Merino struck late.
Spain took the lead in the 30th minute through Fabián Ruiz, but Belgium responded in the 41st minute when Charles De Ketelaere headed home to ensure the first half ended 1-1.
Spain suffered a major setback in the second half when first-choice goalkeeper Thibaut Courtois sustained an injury and was replaced by substitute goalkeeper Senne Lemmens.
