The Lagos State Ministry of Economic Planning and Budget has strengthened its commitment to data-driven governance and improved service delivery with the launch of a capacity-building training programme on developing and implementing an efficient Performance Monitoring and Evaluation (M&E) system for evidence-based decision-making and effective results tracking.
The training, which brought together key stakeholders, planning officers, and statisticians from the Ministry’s core departments, is aimed at enhancing institutional capacity for performance tracking, accountability, and the effective delivery of the State Government’s THEMES Plus Agenda.
Speaking at the programme, the Permanent Secretary, represented by the Director of Budget, Mr. Femi Orojimi, described the initiative as timely and strategic, noting its alignment with the state’s development priorities across critical sectors such as transportation, health, education, economic growth, and governance.
Orojimi emphasised that achieving the objectives of the THEMES Plus Agenda goes beyond planning, stressing the need for credible data, clear performance indicators, and robust result-tracking mechanisms. He added that strong M&E systems are vital to ensuring that government programmes and projects deliver measurable impact and improve the lives of Lagos residents.
He also highlighted the importance of integrating key planning frameworks, including the Lagos State Development Plan (LSDP), Medium-Term Sector Strategy (MTSS), Annual Budget, and Performance Monitoring Reports (PMR), to ensure that public resources translate into tangible and sustainable outcomes.
In her presentation, the facilitator, Mrs. Tope Nwoseh, provided practical insights into M&E principles and applications, explaining that monitoring is a continuous process of tracking programme and project implementation, while evaluation involves periodic assessment of effectiveness, impact, and sustainability.
Nwoseh stressed that both processes are critical to evidence-based decision-making, accountability, and adaptive management, urging public institutions to adopt structured performance frameworks, relevant indicators, and reliable data systems beyond routine reporting practices.
Also speaking, the Director of the Monitoring and Evaluation Department, Mr. Fouad Oyede, said the programme is designed to equip officers with the skills to develop performance indicators, establish baselines, and effectively utilise data for planning, budgeting, and implementation. He added that adopting standardised tools such as Performance Indicator Reference Sheets (PIRS), Data Quality Assessments (DQA), and performance tracking templates would enhance transparency, accountability, and the delivery of impactful programmes across the state.
