The 2026 Appropriation Bill has scaled second reading in the Lagos State House of Assembly.
The bill, presented by Governor Babajide Sanwo-Olu on November 25, 2025, was extensively debated by lawmakers during Tuesday’s plenary session.
Tagged the “Budget of Shared Prosperity,” the 2026 spending plan aims to eradicate poverty and build a safer, more prosperous Lagos. It is anchored on four strategic pillars: poverty eradication, a human-centered approach, enhanced infrastructure, and effective governance.
Providing an overview of the proposed budget, Chairman of the House Committee on Economic Planning and Budget, Hon. Sa’ad Olumoh, said the 2026 plan is designed to consolidate the developmental strides achieved since Governor Sanwo-Olu assumed office in 2019. He stressed that “the Budget will take care of all ongoing projects such that none of them will be moved to the next administration.”
Olumoh urged lawmakers to thoroughly scrutinize the proposals of all Ministries, Departments, and Agencies (MDAs) before forwarding them to his committee.
Majority Leader Hon. Noheem Adams praised the House leadership, noting that the Budget reflects Lagos State’s growing competence and capacity. He added that governments that prioritize capital expenditure demonstrate responsibility and long-term planning, and expressed optimism that the 2026 Budget would significantly boost the State’s economy once passed.
Hon. Ajomale Oladipo, however, raised concerns about the new tax reforms and their potential impact on budget performance, particularly in light of Lagos State’s recent increase in Internally Generated Revenue (IGR) to 70 percent.
Also contributing, Hon. Desmond Elliot described the Budget of Shared Prosperity as one that aligns with the needs of Lagosians. He urged the House to prioritize infrastructural development, especially inner roads across communities, and called for improved environmental sanitation.
Hon. Osafile Foluke (Amuwo-Odofin 1) appealed for increased funding for the security sector to address emerging security challenges in the State and across the country.
Deputy Majority Leader Hon. Adedamola Richard Kasunmu (Ikeja 2) emphasised the need for meticulous scrutiny of the appropriation details to ensure alignment with the Budget’s objectives. He also advocated stronger funding for the education sector to secure a better future for the State’s youth.
Hon. Bonu Solomon (Badagry 1) highlighted the potential of tourism and infrastructure investment as viable strategies for boosting Lagos State’s internally generated revenue.
Following extensive deliberations, the 2026 Appropriation Bill was referred to the Committee on Economic Planning and Budget for further legislative action, with a directive to submit its report within five weeks.
