Lagos Assembly Orders Fair Distribution of 20,000 Smart Solar Streetlights

Members of the Lagos State House of Assembly on Monday directed the Ministry of Energy and the Lagos State Electricity Agency to ensure the equitable distribution of the 20,000-unit Smart Solar All-In-One Streetlight Project across all Local Government Areas (LGAs) and Local Council Development Areas (LCDAs).
The lawmakers also instructed the Ministry of Energy to submit the total cost of the project’s second phase for comprehensive legislative scrutiny.
Additionally, the Lagos State Electricity Board (LSEB) was mandated to carry out strict supervision and monitoring of both the new solar streetlights and the existing LED streetlights, particularly in rural communities, to ensure durability and optimal performance.
The Assembly further considered and approved a monthly ISPO payment of ₦2,787,984,982.88—amounting to ₦1,366,307,388.60 per month over 36 months—for LEDCO Limited as part of the second-phase financing. Lawmakers also endorsed the request for the issuance of the ISPO.
These resolutions followed extensive deliberations on the report of the Joint Committee on Energy and Economic Planning & Budget concerning the approval of an Irrevocable Payment Standing Order (ISPO) for Messrs LEDCO Limited and LUG Limited.
Presenting the Committee’s findings at plenary, Chairman of the Joint Committee, Hon. Lukman Olumoh, stated that LEDCO Limited was allocated 90.9 percent of the project share, while LUG Limited received 9.1 percent. He clarified that LUG Limited is not involved in the second phase, which focuses on an additional 20,000 units of smart solar streetlights.
Hon. Olumoh added that only 5,000 of the 22,000 approved units under the first phase have been installed so far, attributing the slow progress to the contractor’s recent access to ISPO funds between September and October 2025.
A letter earlier read by the Clerk of the House, Mr. Olalekan Onafeko, recalled that the Assembly had previously approved an ISPO in favour of LEDCO Limited for the first phase of the project, which involves replacing 22,000 solar streetlight fittings.
The initiative is designed to improve streetlight efficiency across the state by replacing outdated public lighting systems with smart, all-in-one solar streetlight technology.
