Edo Govt Begins MTSS Planning Cycle, Targets Inclusive Growth, Smarter Budgeting
The Edo State Ministry of Budget and Economic Planning (MBEP) has reaffirmed its commitment to transforming planning into a dynamic tool for inclusive growth, rather than a routine bureaucratic exercise, with the commencement of a two-day sectoral engagement on the development of the Medium-Term Sector Strategy (MTSS) for 2026–2028.
The Commissioner for Budget and Economic Planning, Dr. Elizabeth Ebosele, described the MTSS as a critical framework that will guide the state’s budgetary priorities and resource allocation over the next three years. The workshop brought together participants from various Ministries, Departments and Agencies (MDAs).
Declaring the session open, Dr. Ebosele said the engagement marked a significant stage in the state’s strategic planning cycle, providing an opportunity to evaluate past achievements, identify challenges and develop a clear, evidence-based roadmap for sustainable development.
She noted that the MTSS acts as a bridge between long-term policy aspirations and the annual budget process, ensuring that available resources are channelled into programmes that deliver measurable outcomes in inclusive growth, social welfare and improved service delivery. This alignment, she added, helps ensure sectoral strategies remain realistic and consistent with fiscal priorities.
Highlighting the relevance of this year’s engagement, the Commissioner stated that the MTSS is aligned with Governor Monday Okpebholo’s SHINE Agenda, which focuses on economic expansion, social inclusion and sustainable development across all sectors of the state.
Dr. Ebosele urged participants to develop practical, data-driven strategies that enhance efficiency, improve the quality of public spending and ensure that government investments make a tangible impact on citizens’ lives. She described the process as an opportunity to deepen reforms in evidence-based planning, performance budgeting and citizen participation.
She expressed appreciation to all participants for their dedication and stressed the importance of collaboration, open-minded dialogue and a shared commitment to accountability. She said she was confident that the outcomes of the engagement would strengthen the state’s development framework.
In his remarks, the Focal Person on Budget and Economic Planning, Mr. Efe Iserhienrhien, emphasized that the MTSS forms the foundation of the annual budget and warned that any gaps at this stage could weaken the accuracy of the Medium-Term Expenditure Framework (MTEF). He commended participants for their continuous commitment to planning and strategizing for Edo State’s development.
